Serbia only gave in to Gazprom because it is desperate for Russia's
assistance with respect to having its ancient territory taken away
from it.

Why would Russia need any extra encouragement? They were against NATO
occupation from the beginning and would not miss the opportunity to
accuse NATO with re-drawing the borders.

 A rough analogy: if a guy demands your car in exchange for
helping you fight off someone about to kidnap your children, you give
him your car.
