You have to build with what you've got. The Baltic option of bringing in
an emigré to head the country would not be feasible in Russia.

Well in Estonia (and Latvia?) president is just symbolic position. for
a long time there have been no "imported" workforce in govt where
decicions will be made. And generation untained by Soviet past is now
over 30 years old - hardly you can call as "soviets" folks being kids
back then. Those who graduated from school in 1991 in 18 years age are
now 34-35, quite a typical age for politicians here (in stabile times
leaders aare normally older - they have experience to balance energy
of young people. But in times of fast turns in history old experience
is mostly worthless, so energy of young generation will clean the
place).
