Now do I miss something? I probably do because I have very vague idea
about Latvia's constitution but out of common sense - isn't a president
in a parliamentary republic supposed to stay non-partisan no matter
what?

The President is supposed to be above partisan politics, but that
doesn't mean that the President is supposed to be aloof from what's
going on.
