any russophone, for who he will vote. Russian National Party,
pretending to speak at name of all our russophones (and Russian
Embassy) gets 0,2% of votes on last elections. Funny is, they had 1500
official members but they gott just about 500 votes :-)

No, a party must declare some amount of members to register for
elections and exept local elections, non-citizens can't participate.
