What do you need it for?

It's an very ancient world with original meaning of "to control", "to
have something under control". Latter it becomes, as you say, a name
of smallest rural municipalities. A lot of "valds" makes one
"kihelkond", a lot of "kihelkonds" makes one "maakond". Last ones
(there was about 8 of them in Estonia in ancient times) were like
independent states before 1200 AD German invasion. One, Ugandi
maakond, gives name for us for latvians (Igaunia = Ugandi), other,
Virumaa, for finns (Viro = Virumaa)

I read somewhere that vald was from old german. You mentioned some
time ago about the ancient Estonian names for months, that were only
used in poetry these days, do you recall what they are?

'Vald' Is Baltic (Latvian) for 'rule'.
'Valdis' as in the name of the new Latvian president, just happens to
mean 'ruler'. Serendipity.

The secondary and derivative usage that you are stuck on just means 'a
governance'... it can be of any size in the original meaning of the
term.
