You raise a very good point. If a person with the analytical capabilities
of George W. Bush Jr. were in charge of Estonia, and Estonia had nuclear
strike capability, I hate to think of what the response and
counter-response might have been. Cyberterrorists are of the same ilk as
al-Qa'ida, but they seem to be using a more sophisticated form of warfare,
nor have they been, as of now, arrogantly irresponsible enough to claim
credit for what they have done. As you wrote above, the implications are
indeed scary, particularly in a world where pre-emptive attacks have
become acceptable.
