To leave aside Henry's gurglings -- most Russkies come to the Baltics
and _spend_ money. _Any_ study of tourism shows that they tend to drop
more money than most Western tourists do, _and_ they tend to be
cultured and engage in the sort of tourism we desire. This stands to
reason -- the less pleasant Russian tourist looking to get wasted or
hang out on a beach on the cheap doesn't come here -- we haven't the
sunniest beaches in the world, you can go to Antalya or Sharm for a
lot less money, etc.
Then there's the fact that Russians are, on average, more cultured
than people from Colorado, Yorkshire, or Québec, but I'll leave that
to Black Monk...

I made it clear, in a previous post, that the russkie
quota system was pondered by resorts in "old Europe".
Unless Latvia is now a part of that club it was not
involved.
In fact your "cultured" russkie tourists, in Latvia, are
probably picking out their future houses and
apartments just like the previous batch of
"cultured" russkies did. Eeez OK - however -
they will be quoting Pushkin as they ship you
off.
