Berlin declaration

For the 50th anniversary of the Treaty of Rome the leaders of European
Union member states gathered in Berlin to mark the 50th anniversary of
the signing of the Treaty of Rome, which marked the start of the
union.

The heads of government signed the Berlin declaration which calls for
the EU to be placed on a "renewed common basis" by 2009, after
previous attempts to gain agreement on an EU constitution foundered.

The declaration said the EU had "made peace and prosperity possible"
and had created "a sense of community".

It also commits the EU to co-operating to fight "terrorism, organised
crime and illegal immigration" and to "stand up for liberties and
civil rights".
