There is a good old Russian saying (actually there
are quite a few good old Russian sayings) which goes
like this: "They wanted it to be better, but it came
out as usual. " The rule of Boos in K-grad (he was
sent there from Moscow, is an excellent example
of that. An ambitous man, appointed by the Czar,
unfamiliar with the local situation, but with a
bundle of ideas. And of course a burning desire
that the Czar sees his good works. A very
familiar situation throughout the history of
Russia. The results of it have been there to
see over the centuries. It is already apparent
that in K-grad it will work out '..as usual'.
However in this case this might have the
not 'as usual' results. That is the locals, at
least some of them will not take it 'as usual'
