Per the article:
In 1897, 45% of Rigas inhabitants were Latvian speakers.
In the 1930's, they were 62.5% of Rigans.
But, by 1989 the 'low point' was reached - 36.5%.
Now, at Christmas time 2005, the author believes that a plurality
(which should *not* to be confused with a majority) has been reached,
and 42.4% of Riga's residents are Latvian speakers.
