Hi Peteris,
here we must have in mind, that Livonia was not occupied and "added" to
russian Empire like in 1940. Estonian-Latvian cities and nobility
surrendered to Peter I on basis of capitulation agreement what fixes
terms of capitulation and level of authonomy. In fact inner life of
Livonia had just minor changes up to the end of 19th century, coz all
czars after Peter I (up to Alexander II) gived his signs on that
capitulation act again.
By capitulation act, inner life is right and responsibility of Livonia
himself.
