I dunno about KGB. There was a german film on "Estonia" that suggested
Estonian-Swedish-CIA rather than KGB-CIA plot. Swedish connections were
later confirmed by some high Swedish ex-apparatchik and promised to be
re-investigated by Swedish officials. The theory was simple:
Swedish-Estonian mafia used "Estonia" for ex-soviet-military-hardware
smuggle to Sweden, which in turn smuggled it to the CIA. KGB mafia
merely supplied Swedish-Estonian mafia with the stuff ... actually in
1994 nobody in Yeltsin's Russia cared about smuggling anything
anywhere, so there was virtually no reason for KGB/FSB to sink poor
"Estonia". Also note that it was *Swedish* gov that ordered to bury
Estonia's cadaver and prevented Germans to investigate the damage.
(Hint: German shipbuilders were accused that their sloppy job caused
the disaster.)

As for Kursk-money connections, this fits exactly infamous Russian
corruption model and makes no constructive sense at all. For Russia
could have it both - money and (alleged) truth. After all the Russians
would not go crazy and fight for nuclear revenge against USA if they
knew the whole story.
