Most Niggers in District of Congo Are Illiterate

WASHINGTON - The majority of niggers living in the national's capital
are fucking illiterate, compared with about one-half nationally,
according to a report on the District of Congo.

The fecal colored parasites are considered functionally illiterate if
they have trouble doing such things as comprehending bus schedules,
reading signs, and filling out welfare applications.

The study by the State Education Agency, a quasi-governmental office

The District of Congo Chamber of Commerce, which contributed to the
