Now travel agents on the spot

An influx of pensioner tourists in Kenya is linked to an
international ring behind sex tourism trade and human trafficking,
investigations by the Nation and players in the industry indicate.

Unscrupulous travel agents are said to be using lax
anti-sex
tourism legislation to woo paedophiles from Europe and other
destinations
for sex holidays in the country.

As a result, scores of both elderly and young female and
male
holiday-makers and pensioners have settled in different parts of the
country
after either marrying Kenyans or following periodic visits.

Human and child rights activists are now warning that a
tourism
industry based on the evils of child sex is slowly blossoming in
Kenya
and
are urging for government's intervention.

The thriving sex tourism problem also highlights a
sinister
racket of sending Kenyan women, including minors, to European cities
in
the
guise of visitors -only for them to end up as sex pets or
prostitutes
after
their hosts snatch their passports and then hold them virtual
prisoners
abroad.

According to Ms Betty Sharon of the Coast Women in
Development,
an influx of European pensioners in the country is part of a
thriving
sex
tourism industry.

"It is normal to see elderly women or men strolling
around
with
young boys and girls but nobody queries their intentions although
some
of
them are involved in sexual liaisons with the teenagers," she said.

Residential areas

Ms Sharon said in the recent past, there has been an
increase
in
the number of foreigners in most residential areas in Mombasa,
Diani,
Malindi, Kilifi and Lamu, most of whom are married to local boys or
girls.

"Some of the young men and women are minors but neither
their
parents nor our security apparatus are taking any action against the
culprits," she said.

Ms Elizabeth Akinyi of Solidarity with Women in Distress
(Solwodi), called for screening and monitoring of tourists as part
of
efforts to fight sex tourism and particularly the sexual
exploitation
of
children in the travel and tourism industries.

"Recent developments in our tourism industry indicate
that
there
is a link between sex tourism and human trafficking and the
Government
should put restrictions on these evils," she said.

However, Ms Akinyi, blamed the Internet for aggravating
the
problem of sex tourism and human trafficking as paedophiles use it
to
woo
the minors .

"Most Kenyans who have been lured into Europe as sex
pets
met
their 'partners' locally or through the Internet before being taken
to
Europe where they ended up into brothels," said the Solwodi manager.

Investigations by the Nation have revealed an intricate
web
of
depravity, shrouded in secrecy and underworld dealings that has seen
minors,
some of them as young as 14, being lured into commercial sex in all
Kenya's
major towns.

And although the explosion of a sex tourism industry is
being
blamed on foreign tourists, a thriving domestic tourism is also
contributing
to the problem.

"We are having a large influx of minors hovering around
night
spots in different towns in the country, some of which are not major
tourists centres and this shows we can not ignore the role domestic
tourism
is playing in this problem," a hotel manager at the Coast who did
not
want
to be named, said.

Surveys by child rights activists indicate that some of
the
prime areas for child sex abuse include the coastal towns of
Mombasa,
Diani
and Malindi, plus Nairobi, Kisumu, Nakuru and Nanyuki.

Havens for sex tourism include closely-guarded and
secluded
villas, salons, massage parlours, discos, hotels and lodgings.

Tourism officials admit Kenya's role as a child sex
destination
has been downplayed for fear that it would undermine the industry.
Sex
tourism is said to be masterminded by people in the travel industry
who
help
the processing of travel documents, secure bank guarantees for local
girls
and link the parties involved.

According to a Mombasa-based travel agent who spoke on
condition
that he is not named, racketeers behind the sex tourism syndicates
in
the
country have taken advantage of laxity in licensing of travel agents
to
infiltrate the tourism industry.

"Some travel agents licensed through dubious means
without
regard to the prevailing requirements are even offering sex tourism
as
an
incentive to their clients," he said.

He said that such travel agents use private homes,
villas
and
cottages to host their quests, where they organise for them sexual
encounters, shooting of pornographic videos and other illicit
activities.

Mrs Akinyi, of Solwodi, said a number of Kenyan women
had
ended
up working as prostitutes in Europe after being lured by men from
these
countries as their spouses.

"Surveys also indicate that underage girls were lured
into
hotels and luxurious private villas where they were sexually
exploited
on
the promise of riches and trips abroad," she said.

Liquor licensing laws should be reviewed, she said, to
ensure
only adults were allowed into nightclubs and other entertainment
spots.

A Ministry of Tourism and Wildlife report on sexual
exploitation
of children in tourism in Kenya sheds lights on this phenomenon that
continues to be downplayed by the Government.

It accepts that the problem is now prevalent although it
adds
that the actual level of exploitation cannot be quantified owing to
lack
of
data.

However, it reveals that paedophiles are now trying to
escape
from the child sex tourism centres in Asia because of tough new laws
there
and instead heading for Africa where the laws are lax.

Eradicating problem

According to the chairman of the Mombasa and Coast
Tourism
Association, Mr Kuldip Sondhi, players in the tourism industry were
committed to eradicating the problem of sex tourism and especially
child
sexual exploitation due to the dangers the problem posed to the
industry.

Ms Astrid Winkler, the project coordinator of Respect,
an
Austrian non-governmental organisation, says a number of
international
tour
operators have already signed a Code of Conduct to protect children
from
sexual exploitation in the travel and tourism industries.
