USC or Cornell

Got into both departments for PhD in Mechanical engineering. They have
both offered me funding but only got a TA from USC compared to a
fellowship at Cornell. Like research at USC more and weather to at USC
but am I being insane to turn down Cornell?? Also Cornell Mech
department is ranked much higher than USC.... not that that really
matters i guess, my prof's have told me that I should only base grad
school decision on whom i'll be working with...

oh well if anyone has any opinions that would be cool to hear.
