Consulting Time

One of the most difficult parts of negotiating a contract, for me, is
estimating the amount billable of time it will take to complete a job.
Does anyone have any recommendations, guidelines, or resources?
What are the important dimensions of the project along which time varies--the
amount of data, the complexity of the analysis, the deliverables (tables
and graphs or a report and presentation)?
I quickly learned not to underestimate on the front end. I always
discussed the structure of the data in advance, but always found that I
spent a substantial amount of time restructuring the data for analysis.
If you have anything you are willing to share related to time estimates I
would greatly appreciate it.
