The Fed interest "fiat" rate is the cost. Private banks are
free to create money on their own through credit cards,
but they often find borrowing from the Fed to be the most
profitable solution.
The main goal of the Fed is to regualte the "right amount"
of money in the economy. Too much and there are bubbles
and inflation. Too little there are credit crunches and
business shutdowns.
