Immigration policy has been in the news lately, but the talk has been
almost entirely about low-skill workers. Buried in the recent Senate
compromise immigration bill, though, are some provisions that will
affect scientists and engineers.

So just how bad is it? Here's the bill, S. 1348: A bill to provide
for comprehensive immigration reform and for other purposes (http://
www.govtrack.us/congress/bill.xpd?bill=s110-1348) (who names these
things?). Keep in mind that this is not the final text by a long shot
- there are already 108 proposed amendments - but it gives a glimpse
of the kinds of changes that are being contemplated.

This is original bill (copy of last years attempt )... which has been
replaced in it's entirety by S.AMDT.1150..

As best I can tell, the proposed changes will primarily affect those
with bachelors-level S&E degrees.

Those opinions would be based on a major deception...(old text no
longer being debated nor considered)..

Those people who are running the Senate are doing a fairly good job
of hiding the actual bill text from public view and comment.

Adopted S.Admt.1150 text can only be found in the Congressional
register pages S6625 to S6687.

Sections applying to H-1B program can be found on CR pages..
S6667 through S6670 Sections 419 through 421.

L-1 changes start on S6670... Section 422.

Preliminary inspection of draft text
"SEC. 419. H-1B STREAMLINING AND SIMPLIFICATION"

Includes an expansion of annual H-1B quota from
65,000 to 115,000 for by 2008 however.. the cap is NOT fixed !!!
The labor secretary at his/her discretion can up the number capped
H-1B's to 180,000 per year!! Whoa, major screw job!!!

Removal of U.S. education requirement from 20K cap.
General reduction of educational standards.

Tack on the 20,000 per year foreign grads cap and the nocap/ uncounted
~55,000 per year. 180,000+20,000+55,000 = 255,000 newly imported
H-1B's per year. (Roughly double the current levels.)

Plus hundreds of other visa changes yet to be reviewed.

If this bill is passed as currently worded, I estimate the H-1B costs
to US tech workers in depressed wages and lost opportunities will run
somewhere between 100 to 500 billion dollars per year. Reduction in
federal/state tax revenues.. 35 to 200 Billion dollars per year plus
accumulated & secondary impacts (which would increase over time).

The H-1B program's impact on US workers (3 to 6 trillion dollars) will
exceed the amnesty cost to the federal government. (Est.. 2.5
trillion dollars over 30 years. ) One can only imagine how much the
amnesty will depress wages for less fortunate U.S. citizens.

In summary.. Passage of S.1348 as currently written would Bankrupt the
Federal government, most State governments, and impoverish tens of

Keating is an idiot.
I know the type, preformed notions, generally along the lines the
person has been brainwashed on, then willing to spin and obfuscate to
support them and his current position, seen a lot with idiots in
govt.... self decieved... and paid well for staying that way.
Theres is significant material gain to be had in that, and complete
and utter rot personally....obvious in this type as they age... the
brain is totally gone.
