offsetting the ultimate trend the article mentions is that the elite
are self degrading... its the use it or loose it phenomena... soft
living wastes them, the morelocks rise and take over.

a repeating cycle. it doesnt make it all ok for those at the bottom
though, the cycle takes a few hundred years each way.
