Too bad for you, that is a lousy situation. It sounds like you should
continue your job search as mentioned above, and be be patient. With
luck they will at some point resolve to hire you. However they may
even reopen the application process. Can you ask them for a deadline
on telling you the outcome?

It looks like my bosses are genuinely interested in hiring me. The HR
consultant tipped me off that the papers were held off by a certain
senior administrator. Over a week ago I visited the senior
administrator and asked when the results would be available. He He
brushed me off with the wave of his hand, and said "Very soon".

Well, that is better than him saying "There is some problem" or "There will be a delay" or somthing that increases uncertainty rather than increasing some resolution.

Then I
asked my supervisor (the chap who wrote the selection criteria) when
should I hear of the outcome of my interview. He said he believed that
the results should have been available already by that time. And then
at the tea break I heard a story from my colleague about what teh
management is trying to accomplish regarding the guy who was
interviewing me...

My supervisor said to other people that he was going to advertise 5
more positions soon. This is new direction of applied research, and
they are understaffed for the jobs they have on their hands...

Again, my best advice to you would be to not bother them with any more questions for at least 3-4 weeks otherwise you might make a pest of yourself (But, good luck, anyway). But, after 3-4 weeks, maybe ask around, again, and see what they tell you.
