One thing the esclusive rich people do in Massachusetts is set up
communities where you have no public sewer. The rules for building a
house are really really expensive as you have to hire a civil engineer
to lay out a septic sewer system. The cost will be for all the
engineering services and construction services perhaps 50000. Also in
some of those exclusive communities, the cost an acre of land you need
to put the sewer system for a house is over 200000 dollars.
This all adds to the cost to development and impedes the cost of
economic growth. And in part explains the insane housing bubble on the
coasts.
