The government grant system is certainly very convoluted,
so sometimes its hard to tell whats sucking up costs.
The year to year grant increases (I usually just see the
hard science components in Physics Today) dont look too
bad. But I was at a university where overheads were eating
up 70% of the grant before the government successfully
sued them back to 50%. (And you wondered where the
Secretary of State honed her slashing skills!)
I've heard suggestions for grant centralization under more
European "ministry of science". But the majority of faculty
I've talked to prefer the current "market based" system of
working over 10-20 potential grant sources. If one sector
gets funding constrained, then they just over to another.
