Just a variation on the tired old lie that the US doesnot produce enough scientists--while too many new PHD scientists can't even find jobs that pay a living wage.
As a matter of fact, all of the original scientists never got PhDs.
However, being an Indian does not make one better than anyone else, either.
If you want to produce scientists, make certaint the salaries are good and the benefits are good, and everything else will fall into place.or raise the criterion for getting a phD so that only talented people will opt for the program -as the rest will give up. That way, the ones getting a phd will be talented/productive etc.. and the US will not have to look for talent overseas.
And, if it were not for the exchange rate, India would not be getting any jobs from the USA.
