Not true.
Extract hydrogen from water is very simple, you can use a step down
transformer and high current diode to convert main line AC to 6 Volt DC, and
use the
DC to Electrolysis salt water.
Lower voltage and by using large number of electrod can result in high
energy efficient
and faster process rate.
I have seen portable device that is able to extract hydrogen from
water by just plug in the power plug to the main ac power line. The
hydrogen is then pump and store in a small cylinder (like the cooking
gas cylinder). Such device can be use at home to made hydrogen,
the hydrogen cylinder can then mount into a hydrogen car to run the car.
