Actually yes, ITER is a research reactor design to achieve Q in excess
of 10.
Also your assertion that break even has not been reached is incorrect.
JET achived a Q>1 several years ago for short durations on several
occaisions.
The follow on to ITER, DEMO will be a prototype Fusion power reactor.
