whats the plan at Cadarache ?

According to my miniscule knowledge of fusion power.... the basic
problem is... it's never been solved.... and no one knows how to do it!
By that I mean the most successful research so far has only yielded
a Q of 60%.... meaning the best reactor so far only produced 60%
of the power put into it.... meaning a 40% net loss!
True fusion power has never been achieved, even in a laboratory!
So, surely.. given this scientific fact.... Cadarache CAN'T pe proposed
as a "working power plant"... since no one knows how to build such a thing!
So what is Cadarache supposed to be (for $20 billion)... another "fusion
research project" ?
