If what you meant was what determines whether the laser is pulsed or
continuous, it is how you design whatever pumps it.

hmm, so you mean that a laser that use and alternating source (an AC
HV source for instance) to generate light the output amplified light
has the same duration that AC period (1/frequency). And consequently
if I use a continuous pumping souce, the laser will emit continously
amplified light?! (a CC HV source, from a Van de graaff generator for
instance )
