If, you mean a horseshoe type or a magnet that is nearly a ring- intended to
produce flux across a small gap - yes.
Typically a magnet, permanent or electro- is intended to produce a flux in
an air gap. The rest of the magnetic path is in a high permeability
material. The shape depends on the physical needs of the application so that
if a "bow" is needed- so be it. Machining and material limitations do apply-
as well as economics..
