It seems to happen a lot with German capital ships in WWII.

We know they could shoot straight and there's nothing fundamentally
wrong with the ships so it has to be the leadership.

Now, assuming that the philosophy expressed in 'The Sound of Music'
does not reflect the mindset of sizeable numbers of senior German naval
officers of the period, what's going wrong?

That little feller with the moustache and jackboots knew sweet nothing
about naval warfare but still wanted to direct it. However he was
terrified of the loss of prestige should a ship be sunk. Hence the
pusillanimous directives to naval command - I am sure that guys like
Raeder had more courage and it was probably one of the reasons he and
the moustached one often did not see eye-to-eye and why he got a nice
early pension.

When your ship goes to sea any micro management is left to wave to you
from the quay-side.

Nobody has ever claimed that Hitler told his admirals to run from a fight.

Omitting, of course, the comments and quotes by virtually every historian who has written on the subject.
