Yes, but the Afghans/Taliban aided...or maybe just
tolerated....AQ which allowed them base camps, rest areas,
training facilities, etc, etc. If terrorist groups have these
things, they are able to be much more effective.

You mean like Americans/American Irish tolerated/ aided the
IRA? And wouldn't extradite known terrorists (accused anyway)
when UK asked...
