Totally. definitely. completely OFF TOPIC. ATT: New Yorkers.

Saw a movie this weekend which featured parts of a cruise around
Manhattan. In it is some sort of a wide tower(?) - which seems to me
to be built of scaffolding from which water is cascading down. Right
on the river. Anyone care to enlighten an ignorant colonial seffrican
as to what this feature is or does? Extensive web searches have not
found anything that looks like it (partly because I would not know
what in hell to call it to start with!)
