I was once tasked with looking into the idea of using neutrinos for
communications with submarines. The response was an antenna with a
volume of 10,000 cubic kilometers was needed. The laser idea is just
as loony. Look at any device that uses a laser. The laser signature is
a dot, at a 1000 miles that dot is multiple miles wide and less dense
in proportion. You don't get a return signal so what are your chances
of hitting a 10,000 square foot target at 1000 miles?

Add to this that even in tactical scenarios (CVBG protection and cruise missile attacks are the two tactical scenario in wchich friendly forces can have a precise idea of the whereabout & course of the SSN/SSGN) a boat should have the maximum freedom of action, and a laser, even embarked on a helo/RPV, being a pinpoint device, can't have reasonable hopes of establishing contact.

of course, whatever despatch craft/vessel assigned to undersea relay is the same thing as a big downward pointing arrow "submarine here".....

Back to drawing board, I fear....
