The lack of air support is not new, and neither is the excuse about
hitting civilians.

There was an article in the New York Times Magazine about a unit in
one of those back holes in Afghanistan. They not only had to provide
the target with a laser pointer but also assure the aviators and the
Afghans that there were no civilians anywhere around.

Those rules are new and come from Washington, not command on the
ground.

I do hope they don't go into "Whiz Kids" mode with this one. I belieev
the cause uis just. That said, once in, you need to go for the win.

Not new, were in place when Jawbreaker was trying to catch bin Ladin
in Tora Bora. They had a target, a tank, that moved out of sight of
the laser. The pilot refused to attack a target not previously
scheduled or lit by laser.

The doctrine of Distributed Responsibility, an old method of retaining
power and controlling a people... no wonder individuals then refuse to
accept concentrated responsibility on risks.

I would say that a collection of positive identifications for those
saying "no" in Washington and a set of attachable spines for those in
the Air Force who create the Rules of Engagement.
