You want to run a pipe between Ceres and the moon to power up a

have to stop the carrier in orbit around the moon.and then  climb out
of the gravity well when you have delivered. Lots of v there.

Spectra of organic compounds have been observed from Ceres. IK am not
arguing Ceres is a comet, just that organic compounds are common on
bodies with lots of water in space.
Who needs a pipeline, just shoot it from the surface of Ceres with a
mass driver or light gas gun, I think orbital velocity is roughly .1/2
mile/sec compared to 17 mps for earth. The Delta V to get to earth
capture is much much less than getting water from earth.
