USN Cruiser gap, 1907-1918

Whilst browsing through a Jane's 1919 reprint, I became aware that the
U S Navy did not lay down any cruisers of any type between the Chester
class (~1907) and the Omahas (December 1918).

WTF?!?

USN built lots of BBs, and loads of destroyers.
The RN built class after class of cruisers.
The Germans built at least several (?).
The IJN only built about 3 (hmmm... maybe a connection here...)

Discuss.
