How much time do you have from visual detection and the actual
boarding? How much time if you have a radar that doesn't go over the
radar, but can easily detect a speedboat anywhere within the horizon? Then
the question is, what does it take to get a helicopter there within that
time? A lot of patroling frigates, spaced closely?

Maybe you'd do better having some helo's in the air all the time, or
using some sort of maritime patrol airplane, because it takes some time,
maybe a lot of time, for a frigate to launch its helo.

In any case, it's a question of having some reaction time, and then
getting some resources there in enough time. That is, if merchant ships
can't be equipped to defend themselves - or if no one's willing to just go
in and wipe out the pirate bases in the first place!
