Well, you'd probably not send it with normal mail, in a gift-wrapped
box.
A container would be much easier - a nuke is fairly heavy, but
containers are supposed to be heave. And in a container you could use
shielding.
AFAIK DHS does operate scanners etc. in ports to check for nuclear
material - but then again, if you can come up with a good cover story
that explains a cargo of heavily wrapped midly radioactive stuff
("medical equipment", for example), you might as well pass unnoticed.

Ever notice how fast Windows runs? Neither did I...
I don't know how they are operating now but if I were DHS I would
treat every "logical" but illogical shipment , ie medical equipment
from a country that doesn't produce or sell medical equipment, with
great interest. Down to requesting drawings of the device within and
perhaps an eyeball inspection. There have been some very original
tries at smuggling narcotics and a wise Homeland Security
establishment would/should treat every suspicious case as suspicious
to the point of inspection.
