political control?
If not there there's a problem.
There has been a system whereby the CIA ran the intelligence gathering
and assignment in concert with (basically) State, FBI and the
military. By throwing in another layer of management that is also
supposed to analyze the operations got very political. In all there
are IIRC 17 agencies that "do" intelligence but none of them really
like to share their findings or task someone with capabilities that
demonstrate a hole in the requesting agency's capabilities. The heads
of the various agencies are usually political but sometimes a ground-
up type slips in. *** Helms and Bob Gates (Plus a friend of mine who
served without recoginition) were such.
So there's no central tasking organisation that can give direction.
The British 'Joint Intelligence Committee' has seats for the heads of the
major agencies, the military services and various senior politicians.
This committee, we are all led to believe, decides on targets and policy
and priorities.
As the heads of the various agencies and services are almost invariably
career people recruited from within their agency or service, or a sister
one, there's a lot of professional expertise there.
And, once more we are led to believe, little wrangling over finances...
The person sitting is often the deputy if there's nothing 'exciting' going
on, but as the politician's deputies are politicians and the professional's
deputies are also professionals it doesn't really matter...
It also stops these highly embarrassing and unprofessional looking turf wars
you get on your side of the pond...
