Jack -- I am so far removed from the present day Navy I don't know what the
answer is these days but what you said was once very true, especially during
Viet Nam. A guy who was a hot running captain aviator got the Holy Grail, a
CVA command in the '60s. He was the brother of a woman who was distantly
related to me by marriage. Unfortunately, there was a race riot aboard,
which resulted in some injuries, so he not only never achieved flag rank, he
was relived of command and retired. Like Barry Switzer said, "It's just a
short walk from the palace to the outhouse."
