You're volume limited, not weight limited. You can just as easily
pretend that all the reserve buoyancy of a DD(X) can be loaded out
with gun rounds, which is an equally preposterous notion.
But of course, as usual, reality doesn't actually intrude into Mr
Cobb's arguments...
