Not at war but appreciable friction/tension between the factions.
Since so many things have changed with sensors, platforms, and weapons
the question is how would one modern Navy surprise attack another
Navy's homeport?
Given similar platforms, the USN and IJN were different, but not so
far apart, and obviously not hampered by post WWII restrictions.
Japan sends a moderate sized fleet towards HI but still in
international waters for exercises. It's important that they get
their two SSGN's along for the games along with a several SSN's. It
should coordinate the exercises with some sort of Fleet Week or other
event where the majority of the fleet will be in-port for the
festivities. The SSN's must have a track/solution on the US SSN that
will be watching their exercise. They must sink the US SSN without
warning and be willing to lose their one of their own in the process.
Then they launch several hundred cruise missiles at C&C, Comms,
Ships, and airfields. Massive jamming and UAV coverage to follow with
immediate second strike with air assets.
Now this will generate lots of posts shooting holes in it but that's
OK. Offer a way it can be done along with your criticisms. Because
in truth, I doubt it could be successful, but believe this is the best
way to do the most damage. The premise and exercise do not address
the same failing as the original attack. We would not sue for peace
because of the damage. We didn't then and we wouldn't now. If someone
took out our fleet at PH I believe the President would order the
nukes. So everyone loses.
The big question is, in this time of satellite surveillance, instant
worldwide communication, and ICBM's, what good would it do a nation to
pull off such an attack?

Good observation & actually on topic. However with some presidential candidates, Obama for example. Nukes seem off the table for anything as a response.... The thread is not posed in political terms but rather as a proposed red vs blue USN naval exercise. Thanks for the reply!
