Military communications equipment not transmitting on civilian
frequencies is common courtesy. Military jammers and radar
detectors ignoring civilian frequencies is asking for trouble.
Doubly so when fighting insurgents, who may only have access
to civilian equipment.

The U.S. Navy had some stuff they were supposed to use only while
offshore, this didn't seem to preclude "testing" it in port.
