Simply untrue. To name just one, USS Tang. Some did escape her after
she was on the bottom for good. Then they were captured, as opposed to
trying to swim to land. Lots of U-boat guys were captured after their
boats were sunk.
Such cases were extremely rare - right out at the end of the bell
curve.
Why do you think submarines were equipped with life rafts?
Optimism and morale. Same reason that bombers were equipped with
parachutes.
