Of course Venezuela sells more oil to the US than anywhere else and
Chavez wants to be able to threaten NOT to sell oil to the US.
However, who will he sell it to? IF China wants it, the oil will have
to go over a mountain range to the Pacific (does this pipeline
exist?). It cannot really go through the Panama canal cuz the canal
isnt wide enough for those tankers. Around the horn or the Cape f
Good Hope is too far to be economical. He might be able to sell to
Europe but the Russians et al will sell to Europe as will the Middle
Eastern countries. Basically, Chavez hasnt got another customer the
size of the US for his oil. So, either he sells to the US or he falls
from power.
The difference in distance between Panama and Good Hope is about
20%. That's not enough to make your fantasy come true.
I wonder what those tankers you see on the Panama canal webcams are
carrying. You can tell the tankers by the 15 or 20 foot high 'no
smoking' sign in the front of the superstructure. They are building
new locks, and there is a webcam aimed at some of the new
construction,http://www.pancanal.com/eng/photo/camera-java.html

It is a very long way from Cape of Good Hope to China or Panama to
China. Large tankers currently cannot use the Panama Canal and
building new locks will take years. Chavez offered to sell Europe oil
for 30 yrs. He is stuck selling to the US.
