DESO -> Defence Export Services Organisation

It's an organisation that 'sits between' British Defence Manufacturers (not
just the DMA) and the outside world.
Any exporter needs to obtain an Export License from the 'Government'
[Department of Trade and Industry] before shipping anything out of the UK.
Export Licenses are granted by '$country Desk Officers' who may be dealing
with lots of diverse matters and not to keen on dealing with relatively
infrequent and sometimes low value contracts.
DESO; has contacts with both industry and the Civil service and their (IMHO)
superb civil servants can 'explain' to their $Country Desk Officer
counterpart in DTI the urgency of the request for export licence. {Obviously
one starts this process prior to contract signature -not when the packers
are crating the kit -. There's not much point in contracting for something
one will be prevented from shipping}.
Whenever I've been telling the Ruritanian Armed Forces why they need to
purchase _our_ widget ; they immediately respond 'what does your
Army/Navy/Air Forces / Marines/ Band/ Medical Corps use?" The next questions
is usually 'Can we go and see your widget being used by your Navy ... et.
al.
DESO is useful in providing a service to Defence Exporters by arranging such
occurrences; whether it's making arrangements to visits ships; barracks;
airfield, firing ranges, etc.
By acting as this go-between; advising manufacturers of government policy -
'In accordance with UNSCR xxxxx; HMG will not permit export of the following
classes of equipment ; - '; to supporting trades shows in the Uk and
overseas; it is an excellent organisation performing an excellent function.
One can see why Brown'n'Browne would;not understand this and why Chancellor
Brown would want to see it absorbed into, the Export Licence granting,
DTI - The part-time Secretary of State for Scotland cum part-time Secretary
of State for Defence hasn't made a comment while the Tony-Crony Lord who's
Minister for Defence Procurement has yet to make any comment.
I notice that the Shadow Secretary for Defence has suddenly woken up.
