I am curious, since the Commons defence committee here is reviewing
procurement and related processes. Expand abbreviations, please.
I think, but I'm not sure, that this all meshes in with the 'export credit
guarantee' scheme whereby certain exports are guaranteed payment by HMG and
so can be sent abroad to people of unknown trustworthiness without
prepayment. A lot of civil engineering schemes backed by aid from the UK
use this.
As a general rule gun and bomb makers like the cash in their hands prior to
delivery.
If the payments are government underwritten this may not be necessary.
But, and again I'm not sure about this, there are/were two different
schemes. One for guns and bombs and one for less lethal exports.
This sounds like a rationalisation of that system.
This also sounds as if it may also mesh with the U.S. International
Trafficking in Arms Regulations (ITARs). Inclusion of any U.S. technology in
defence products makes its export to third parties problematic. The
extra-territorial aspects of ITARs mean that for components built in Canada,
sometimes even with technology that originates here, persons born in certain
countries may not be allowed to work on them, even if they have been
naturalized as Canadian citizens.
A real can of worms, at any rate.
