Speaking as a FO and NGF spotter, not really an issue. You can have huge
wind carry. In fact, infantry riflemen and snipers would agree. What messes
you up is variability...gusts and suchlike. As long as you have consistent
wind it doesn't much matter if it's 40 knots.
It's true that a heavy shell has more resistance to gusts though. But I
doubt that this was a major factor in BBs firing against each other at
20 -25 thousand yards...errors in range and deflection estimates doubtless
swamped meteor problems.
