All that is needed is to pass a law that any asset of any company that
does transactions with the Iranian government will be seized and the
proceeds used to setup a fund for the victims of that regime.
Seized not just on American soil, but anywhere controlled by American
forces. Because of the United States Navy this is the majority of the
total surface area of the planet.
However, the United States does not have any right to do what you propose
under international law. In fact, seizing cargos or vessels of other nations
in such a manner is a casus belli.
