Defense Policy in a Post Cold War World By D.Kanecki

In 1991, the former Soviet Union ceased to exist and became the
confederation of independent states (CIS). From this formation, early
afterwards, a commitment was made to help in Emergency Management and
Planning. At that time, in 1993, I thought the best way to let others
know of what was possible is through the internet via a newsletter and
listserver. As I was able to contact others, others contacted me. One
of the most important contacts came from the Academy of Science in St.
Petersburg, Russia. One researcher was interested in receiving the
newsletter, and later in 1995, a group from Russia attended the 1995
conference in Phoenix, the first time since the invitation was given
in 1971.
In 1996, the CIS became Russia, and with Yeltsin various types of
expression were restored. At one point, Yeltsin was able to attend the
last czar's religious services which showed a breakthrough. This
breakthrough showed that Yeltsin and the Russian people were able to
begin to move full circle up to 1999.
In 1999, that was a strange year because the US had finished the
impeachment trial of a President, who was impeached, but was allowed
to stay in office (due to something that should not have happened in
the white house). Then, the war in Kosovo started and this strained
relations because of what happened on one important religious date to
those in a certain sect of Christianity.
During the 1990's, the end of the cold war meant that the US and
Russia could start working on world problems and that resources that
were previous spent fighting the cold war could be used to solve other
problems. The implementation was not the same as the philosophy.
Namely, in the "black hawk down" incident, it was common for those in
the military to use weapons and resources far past their useful life
because of a false economic management by one official in the early
1990's. This point was reiterated to me as this person was from the
same congressional district that I live in Wisconsin.
Moving forward, once that issue was resolved and a new official was
appointed, the middle to end 1990's, 1994 to 1999, went well. It was
common to be able to communicate issues on a scientific and academic
level to colleagues in any part of the world, Russia, Finland, Japan,
Korea, China, and others. Due to the establishment of meeting and
communication protocols, these communications could be done with
little or no security intervention needed.

During this time in the 1990's, a UN treaty was signed regarding the
European continent and the development of Eastern Europe after the dis-
establishment of the Warsaw pact. With various eastern European
countries able to make their own self, determination, the expansion of
the EU, started in 1990's, was able to occur. In addition, it became
easier to have two former adversaries work on projects. For example, I
remember a few projects where companies in France and Germany (re-
unified then with fixed borders and promise not to be aggressive
towards its' neighbors borders) started to begin projects in Russia.
It is interesting, that the first overture was a western fax machine
for the office in Russia so that documents could be transmitted using
the same fax standard. In other cases, it expanded with the design of
nuclear power generating stations in multiple languages to aid those
clients in their operations. The design was so well planned out, that
I could understand the processing even when looking at one with a
Russian language interface.
When 9/11/2001, the benefits of the post cold war cooperation is that
the US and its' allies were able to establish bases in neighboring
countries next to Afghanistan to rid the Taliban from that area.
Without that post war cooperation, the first battle on the war on
terrorism would have been worse than Iraq is now, but in Afghanistan
instead. It is important to remember that al-queda and rogue nuclear
states who support views of destroying people are common foes to both
the US, UK, and Russia. It is important to remember that al-queda
succeeds because when we say it is not our concern, they play one
country against the other.

Now, based upon new reports, there is increased strain in the
relationship of the post cold war cooperation between the US and
Russia. This strain is based on various reasons, justifications for
increased security of eastern Europe, and The counter reason of one
side not following the UN treaty or its' revision. The response that
Russia has decreased freedoms since the 1990 reforms, and there is a
need to be concerned. Well, the problem is that three countries need
to focus, US/UK/Russia, on al-queda as they will become a new hot war
power if we continue to let them grow by our infighting. So, I would
recommend a solution to this problem is not make sound bites in the
press, but to use the old method established in emergency management
in 1993 which had great success.

In July, prime minister of the UK Tony Blair will step down. The
important achievements of Tony Blair is that he did transform a party
that was openly known to socialist/communist and destructive to their
own country, into a new party that was seen as a solution instead of a
problem. It is interesting that the old guard of the socialist/
communist wished for him to step down. Prior to the election of
Margaret Thatcher, at the university in Wisconsin I was attending, we
had a Doctor Who Club. Doctor Who is a science fiction series started
in 1963 and went continuously until 1997, the European following of
star trek in the united states. During the Tom Baker episodes, the BBC
had a TV strike and a few episodes of Doctor Who could not be made.
The strike was known as the "winter of discontent" for good reason. In
addition, to missing Doctor Who episodes which people saw as evidence
of one party destroying the country by being too far left, it also
showed the pandering and politics played. This pandering and politics
became observable even in the United States and at our Doctor Who Club
as we wondered what the missing episodes would have been like.
Fortunately, one person was able to find a script, and the mission
episodes were wonderful. It is too bad labour/leftist politics
prevented them from being made. The reason I bring this up, is that
what happens in the new (old) labour transition in July in the UK
could have similar results in another party if they go far back into
the old ways and are seen as not benefiting all.




NN-EMP: Non Natural Emergency Management and Planning Today By David

There is a need for the discussion of NN-EMP, non natural emergency
management and planning. This type of planning that is needed in
terrorist or homeland security attacks. In this newsletter, it was
first discussed in 1995, and in 1996, presidential directive 63 was
signed by President William Jefferson Clinton (to avoid confusion with
Sen. Hillary Clinton). The basis of the executive order is to focus
resources on combating terrorism before people get hurt. From 1996 to
1999, when the order was first signed, efforts were increased and
positive results did come. The problem that occurred is that due to a
ménage au tois incident in DC, the focus on combating terrorism
dropped and the focus became a nightly discussion of social conduct
and misconduct. The discussion was needed, but it was too much time on
that and not enough time on terrorism and homeland security. The
result is that al-queda was able to rebuild and start its' attack on
the USS Cole and later in the in US in 2001, because of the delays
that followed.
The problem with the current implementation of NN-EMP is that we need
to address a new layer. The new layer that needs to be addressed is
that cyber terrorism and social/economic disruption terrorism. For
example, do you know that if someone were to explode a HVAC bomb in a
major metropolitan area, that financial transactions could not be
done, and people would find it hard to buy basic items as food and
other stables? In addition, did not you that a flame attack on a
financial server, could affect transactions from being processed,
which could cause excess/false fees and cause an economic recession?
The proposal to start a college curriculum on cyberwarfare is
important because many cracker groups outside of the US have covens
setup to pounce on insecure areas.
My company's first line of defense in this new NN-EMP is the
development of Ksafe, a 8192 bit encryption that is far higher than
the 128 bit encryption used now. It has passed the NSA's three, level
security testing process, and is ready for use. The first version
would allow for secure email transmissions as it would take 10^2370
seconds for someone to break it using a supercomputer, over 100 years!
This would allow your emails or cd or dvd disk to be send securely and
to protect critical information. Our second product of Ksafe works on
the file system protection in that it protects files in your computer
from being accessed if the computer is stolen. This is important as
many highly, classified computers continue to be stolen.
To help in this effort of NN-EMP level 2, we are willing to send a 14
day demo for a company to test or an agency to test. We ask that all

Software Development Application Practices (Coordinating
Delphi::Client with PHP:Server) By David Kanecki

The important part of software development today is to be able to
integrate your client application with your server application. This
can be a challenge if not done properly. The reason is that you need a
common interface to communicate between applications. In addition, you
need a common communications link to send data. This link needs to be
accessible even with a system is setup with high security provisions.
In our case, we have found that a Delphi and php approach works for
us. It allows us the benefits of similar coding practices as units,
records, and classes. In addition, it allows us to have our programs
interoperate as needed.
We offer services to companies and agencies interested in
coordinating their applications to interoperate on all levels.

I would like to discuss the key facts of continue a path. When one
starts a path, it is important to take the first step to start. This
first step can be as easy as saying I want to do something different.
Then, the second steps with following through.
In the process of following through, one will be faced with
challenges, constraints, and moments of decision. It is important to
keep going, and to keep your drive and determination to keep going.
The simplest method of doing this is setting a time each day that you
will do something, and eventually you will achieve it.
