Because wave action usually destroys anything being used to derive
power from it - look at the many wave action power stations that have
come to grief in the past.
I can recall that our CSIR spent considerable time, effort and money
during the 1980's trying to develop a system that would harvest power
from waves (and survive the waves) with only limited success.
